Ranchi: A crucial meeting of the Jharkhand Council of Ministers was held on Tuesday under the chairmanship of Chief Minister Mr. Hemant Soren. This was the final cabinet meeting of the year 2025, in which a total of 39 proposals were discussed and unanimously approved.
The most significant decision of the meeting was the approval of the PESA (Panchayat Extension to Scheduled Areas) Rules, presented by the Panchayati Raj Department. With this decision, Gram Sabhas in the Scheduled Areas of Jharkhand will be granted special powers, strengthening the traditional self-governance system of the tribal communities.
The rules under the PESA Act, 1996 had been pending for many years. Following contempt proceedings in the Jharkhand High Court and sustained public demand, the state government accorded priority to the matter and approved the rules. Under the new provisions, Gram Sabhas will play a decisive role in the management of minor minerals and sand ghats, land acquisition, liquor policy, and traditional dispute resolution. Special emphasis has been laid on women’s empowerment and the protection of traditional customs. Henceforth, prior consent of the Gram Sabha will be mandatory for the implementation of any development project in the Scheduled Areas.
Other Key Decisions Include:
Approval of an increase in honorarium for teachers and coordinators under the State Aspirational Programme; administrative approval of ₹51.16 crore for the construction of hostels in 21 Kasturba Gandhi Balika Vidyalayas; dismissal of two doctors from service due to unauthorized absence; selection of a Knowledge Partner for organizing the pre-budget workshop; extension of contracts to ensure uninterrupted supply of Take Home Ration under Mission Saksham Anganwadi and Poshan 2.0; and approval to seek consultancy services from ICAR–National Meat Research Institute, Hyderabad for the revival of the Government Bacon Factory at Kanke.
The cabinet also approved the prorogation of the Winter Session of the Jharkhand Legislative Assembly, execution of an MoU with NBCC (India) Ltd. for redevelopment of dilapidated government buildings, creation of 21 new posts of Motor Vehicle Inspectors in the Transport Department, amendments to JSSC examination rules, land transfer and compensatory afforestation related to Hindalco Industries Limited, guidelines under Mission Vatsalya for child protection committees, restructuring of academic and non-academic posts in universities, and administrative approval for major road reconstruction projects in Dumka
and Jamshedpur.
These cabinet decisions are expected to provide fresh momentum to tribal rights protection, good governance, education, healthcare, infrastructure development, and social welfare in the state.
