30-Day Written Notice Before Deleting Voters' Names Demanded



Civil society groups urge recognition of land records in SIR, social audit of electoral rolls and withdrawal of 'logical discrepancy' provision

Ranchi: A delegation of civil society organisations on Friday met Jharkhand Chief Electoral Officer (CEO) K. Ravi Kumar and urged the Election Commission to ensure transparency, accountability and inclusiveness in the upcoming Special Intensive Revision (SIR) of electoral rolls, scheduled to begin on June 30.


The delegation submitted a memorandum highlighting concerns that the revision process could lead to the exclusion of voters, particularly those from rural areas, tribal communities, Muslims and women. It demanded that Khatiyan (land records) and family lineage documents be recognised as valid supporting documents during the verification process and that Gram Sabhas be given their constitutional role in the exercise.



The organisations also called for a social audit of the electoral rolls, stating that the list of voters whose names are proposed for deletion or are likely to be left out should be made public at the Gram Sabha and ward levels. This, they said, would provide affected voters an opportunity to raise objections and seek necessary corrections.



The delegation further sought an extension of the SIR timeline in view of the ongoing agricultural season. It also demanded the withdrawal of the "Logical Discrepancy" provision and insisted that no voter's name should be deleted from the electoral roll without serving a written notice at least 30 days in advance.


The delegation included Afzal Anees of United Milli Forum, Manthan of Loktantrik Rashtra Nirman Abhiyan, Mohammad Ziaul Haque of APCR Jharkhand, Praveer Peter of Bharat Jodo Abhiyan/Sajha Kadam, and Elina Horo, Priyashila, Riya Tulika Pingua and Tom Kawla of Jharkhand Janadhikar Mahasabha.
