Key Development Issues Raised in Ranchi DISHA Committee Meeting


Ranchi::(September 2 ) A crucial meeting of the District Development Coordination and Monitoring Committee (DISHA) was held on Tuesday in Ranchi, bringing together several prominent leaders and public representatives to review the progress of government schemes and identify obstacles in their implementation.
The meeting was attended by Member of Parliament Kalicharan Munda, Union Minister Sanjay Seth, State Minister Shilpa Neha Tirkey, and MLAs CP Singh and Naveen Jaiswal, among others. The forum served as a platform for raising pressing developmental concerns in the district and proposing actionable solutions.

Housing Scheme Under the Scanner
One of the primary issues discussed was the Pradhan Mantri Awas Yojana (PMAY). Multiple representatives pointed out discrepancies between the number of sanctioned houses and those completed. It was emphasized that a ground-level review is essential for transparency and efficiency. As a solution, members suggested the formation of block-level task forces to monitor implementation more effectively.
Additionally, there was a strong demand to increase the unit cost of PMAY homes from ₹1.2 lakh, arguing that the current amount is insufficient given rising construction costs. The representatives also observed a growing preference among rural residents for the state-run Abua Awas Yojana, which they believe offers better support than the central scheme.

Impact of Heavy Rainfall: Damage and Delays
The damage caused by excessive rainfall was another major concern. Many homes in rural areas have been severely damaged, but officials have allegedly categorized them as partially damaged, denying affected families adequate relief. Members demanded accurate site inspections and photo-documented reports to ensure fair compensation and support.

MP Kalicharan Munda highlighted

the deteriorating condition of rural infrastructure in Bundu and Tamar blocks, including roads, culverts, and bridges, which he said have been "completely destroyed" due to continuous rains. “If immediate repairs are not undertaken, the public will face severe hardships,” Munda warned.

Concerns over MGNREGA Payments

Concerns were also raised over pending payments under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). It was pointed out that due to the central government’s neglect, the material component payments are significantly delayed, hampering the progress and credibility of the scheme.

Call for Constructive Dialogue

The participants unanimously stressed that DISHA meetings must focus on public interest and avoid turning into platforms for political disputes. They advocated for collaborative efforts between elected representatives and officials to ensure that schemes reach the grassroots level effectively.
Munda also raised concerns about poor conditions at local hospitals in Bundu and Tamar, urging for immediate attention and upgrades. Furthermore, he demanded the urgent repair of a damaged canal from Latratu Dam, which supplies water to several villages in the Lapung block.
The meeting concluded with a shared understanding that accelerated development and transparent execution of welfare schemes are the need of the hour. With rising challenges from natural calamities and administrative delays, public representatives called for coordinated action and accountability at every level.
