PESA Rules: A Milestone for Tribal Communities



After cabinet approval, Chief Minister Hemant Soren celebrates at the CM residence; tribal representatives and village heads express their gratitude.:



Ranchi: Excitement is sweeping across Jharkhand after the state cabinet approved the PESA (Panchayats Extension to Scheduled Areas) rules. In this context, traditional village heads, prominent leaders, and civil society representatives from scheduled tribal areas gathered at the Chief Minister’s residence to express their gratitude to Chief Minister Shri Hemant Soren. On the occasion, the Chief Minister expressed his happiness by beating the traditional drum (nagada) and called it a historic moment for the state.


The Chief Minister said that PESA Day is also being celebrated today, and it is a matter of immense pride that the PESA rules have now reached their final stage. He stated that the government’s objectives are being realized and that the PESA Act is fully ready to be implemented on the ground.



The Chief Minister emphasized that while laws and rules are generally sound, their effectiveness depends on honest and committed implementation. He said that the success of the PESA rules would be ensured only if the powers granted to panchayats and gram sabhas are exercised in a fair, transparent, and responsible manner.



Fulfilling the Dreams of Ancestors



The Chief Minister said that the government is continuously striving to fulfill the dreams of Jharkhand’s forefathers, martyrs, and activists. Protecting water, forests, and land, preserving culture, heritage, and identity, and strengthening the traditional local self-governance system have always been government priorities. The PESA rules represent a significant and decisive step in this direction, providing traditional village heads and leaders with their rightful authority. This will serve as a milestone in the development of scheduled areas.



PESA: More Than Just a Law



The Chief Minister highlighted that PESA is not merely a law but also closely linked with the emotions of the people. The demand for its implementation has been longstanding, and several challenges were encountered at different levels. Based on suggestions from public representatives, citizens, and civil society, the draft was prepared, and now concrete steps have been taken to implement it legally. He expressed confidence that Jharkhand’s PESA rules will serve as a model for the entire country.


Empowered Gram Sabhas and Decision-Making Rights


The Chief Minister stated that with the implementation of these rules, gram sabhas in scheduled areas will become more empowered. Tribal communities will have the right to manage their traditions, land, water, and natural resources, and will be able to make decisions related to their own areas independently.


Steps Toward Empowering the Next Generation

The Chief Minister said the government is strengthening social, economic, and educational frameworks to secure the future of coming generations. He believes that the state will progress only when its youth are empowered. Strong villages are essential for the holistic development of the state.



Jharkhand Moving Toward Major Changes



The Chief Minister noted that Jharkhand has completed 25 years and is now moving toward significant reforms. In addition to providing employment opportunities to youth, the government has introduced free coaching for tribal students in medical and engineering courses to ensure that economically weaker students can gain admission to prestigious institutions in the country.



He added that while he is not afraid of criticism, he is concerned about the potential failure of government schemes. Hence, the government is implementing programs with seriousness and commitment.


Village Heads Extend Congratulations


On this occasion, the President of Gumla District Scheduled Area Mukhiya Association, Shri Ram Prasad Badaik; Mukhiya of Saraikela-Kharsawan, Shri Divakar Soren; Mukhiya of Ghaghra Block, Gumla, Shri Yogendra Bhagat; and village heads from East Singhbhum’s Keradungri Panchayat, Shri Kanhu Murmu, along with other village leaders and mukhiyas, congratulated the Chief Minister. They stated that the PESA rules will provide a new dimension to local self-governance in scheduled areas, granting panchayats real authority and decision-making powers.



The event was attended by Rural Development Minister Mrs. Deepika Pandey, MLA Mrs. Kalpana Soren, Secretary of the Panchayati Raj Department Shri Manoj Kumar, Director of Panchayati Raj Mrs. Rajeshwari B, and PESA mobilizers and village heads from various regions.
