Anjuman Taraqqi Urdu (Hind), Jharkhand Protests JAC Notification Sends Memorandum to Chief Minister



Urdu students forced to bear the brunt of shortage of teachers



Ranchi:Anjuman Taraqqi Urdu (Hind), Jharkhand, has strongly opposed Notification No. 50/2025 issued by the Jharkhand Academic Council (JAC) and has sent a protest memorandum to the Hon’ble Chief Minister of the state. The organization’s State General Secretary, M. Z. Khan, termed the notification undemocratic, unjust, and discriminatory against students of the Urdu language.



The notification directs that student registrations will not be accepted in +2 schools and colleges where teachers for a particular subject are not appointed or where regular teaching of that subject is not taking place. According to Anjuman, this decision will disproportionately affect Urdu language students.




The organization stated that there is a severe shortage of Urdu teachers in most educational institutions across the state, which is the result of long-standing government neglect and continuous delays in the recruitment process. Punishing students for this administrative failure, it said, is against the principles of justice.




Anjuman Taraqqi Urdu warned that if the notification is implemented, thousands of Urdu students may be deprived of appearing in the Intermediate Examination 2026–27. This would gradually push the Urdu language out of the academic system, amounting to indirect discrimination against a language and the community associated with it.




The memorandum further stated that the failure to appoint Urdu teachers is a serious administrative lapse. Denying student registration on this basis violates the fundamental rights guaranteed under the Indian Constitution, particularly Article 14 (Right to Equality), Article 15 (Prohibition of Discrimination), and Article 30 (Educational Rights of Minorities).




The organization has demanded that immediate special relaxation be granted for the Urdu subject under the said notification. It has urged that students from institutions lacking Urdu
teachers be allowed to register and appear for examinations, and that the appointment of Urdu teachers or alternative teaching arrangements be ensured without delay.




Anjuman also warned that if timely and appropriate action is not taken, the issue may escalate into a statewide public movement and judicial intervention. The organization expressed hope that the state government would understand the sensitivity of the issue and take a prompt and positive decision to safeguard the future of Urdu students.
