Ranchi:A delegation comprising the Central Sarna Committee, Raji Padha Sarna Prayer Assembly, and the Adivasi Boys’ and Girls’ Hostel, Ranchi, met Chief Minister Mr. Hemant Soren today at the Chief Minister’s residential complex on Kanke Road. On the occasion, the delegation expressed heartfelt gratitude to the Chief Minister for the State Cabinet’s approval of the PESA Rules (Panchayats [Extension to Scheduled Areas] Act) and formally conveyed their thanks.
The delegation arrived at the Chief Minister’s residence amid the rhythmic beats of traditional drums, creating an atmosphere of enthusiasm and celebration. Addressing those present, Chief Minister Hemant Soren said that over the past two days he had been receiving messages reflecting the emotions and excitement of people from cities, villages, and towns across the state.
The Chief Minister stated that the tribal and indigenous communities of Jharkhand have made immense sacrifices to protect their land, forests, water resources, and rich cultural heritage. Over time, several laws and regulations were enacted in the state—some in favor of tribal communities and others against their interests. He noted that whenever laws were unjust, Jharkhand’s ancestors fought resolutely to correct them.
Jharkhand: A Land of Struggle and Sacrifice
Chief Minister Soren said that many brave sons of Jharkhand laid down their lives to safeguard the state’s land, forests, water, civilization, and culture. Despite facing severe oppression, the spirit of struggle in Jharkhand never faded. He recalled that the vision of a separate Jharkhand state was realized after prolonged movements and sacrifices by veteran leaders, culminating in the formation of the state in the year 2000.
After statehood, Jharkhand witnessed several challenges, including attempts to undermine the rights of tribal and indigenous communities. The Chief Minister said that the people ultimately entrusted him with the responsibility of leading the state, and with their continued blessings and affection, his government remained steadfast in working for the welfare of the people. Despite difficulties, sincerity and commitment to public interest ensured that truth prevailed, and today Jharkhand is moving forward with renewed strength.
Tribal Self-Governance, Dignity, and Cultural Protection a Priority
Chief Minister Soren emphasized that strengthening the Panchayati Raj system in Jharkhand is a key commitment of his government. The approval of the PESA law marks a decisive step toward tribal self-governance, dignity, and the protection of cultural heritage. With the implementation of PESA, Gram Sabhas in Scheduled Areas will gain significant decision-making powers. He stated that tribal communities, who have inhabited Jharkhand since ancient times, form the soul of its civilization and culture. The PESA law will strengthen their rights, self-respect, and autonomy, and will prove to be a milestone in the holistic development of society and the state.
Need for Awareness About PESA Law
The Chief Minister noted that Jharkhand, now 25 years old, is progressing steadily. Recently, the state government provided government jobs to nearly 10,000 youth, and more employment opportunities will be created in the future. He added that the PESA Rules were approved by the Cabinet after extensive deliberation.
He urged the people to be well-informed about laws and policies so that their benefits reach the last person standing in the line of development.
Strong Villages Make a Strong State
Chief Minister Soren warned that certain elements attempt to mislead rural communities, making awareness of policies essential. Protecting the simple and vulnerable people living in remote areas and ensuring that their rights reach them is a collective responsibility, he said. Reiterating his government’s vision, he stated, “Our government is a government of villages. When villages are strong, the state becomes strong.”
He expressed that the enthusiasm and emotions displayed by the delegation through traditional drums gave him renewed energy and motivation to work with greater dedication. He concluded by expressing his heartfelt gratitude for the continued blessings and support of the people.
