Justice for the Displaced: CPI(M) Backs Commission, Demands Legal Empowerment


Ranchi::The Jharkhand State Secretariat of the Communist Party of India (Marxist) has welcomed the state government’s recent move to approve the Jharkhand State Displacement and Rehabilitation Commission Functions and Responsibilities Rules, 2025. While calling the formation of the Displacement Commission a step in the right direction, the CPI(M) stressed that it must be given full legal powers to deliver justice to those affected by development-induced displacement.

The CPI(M) pointed out that although the state cabinet had approved the creation of the Commission in July 2024, it took over a year to finalize the framework necessary for its functioning. Despite the delay, the party acknowledged the initiative as a necessary response to the long-standing issues of forced displacement in the state.

“For decades, lakhs of people—mainly tribals, peasants, and poor raiyats—have been displaced by mining, dam projects, and industrial development,” said Prakash Viplav, State Secretary of CPI(M). “They lost their land and livelihood and were abandoned without proper rehabilitation. This Commission must become a vehicle for real justice, not just a paper committee.”

CPI(M) has long campaigned for the rights of displaced communities, highlighting how the capitalist development model has particularly harmed indigenous and rural populations in Jharkhand. The party demanded that the Commission be granted statutory status, empowering it with the legal authority to take action and enforce rehabilitation and compensation.

The party also called for the inclusion of time-bound grievance redressal mechanisms within the Commission's rules to ensure swift and effective justice.

Referring to the central government’s ongoing auction of private coal blocks, CPI(M) warned that Jharkhand is now facing a third wave of displacement. “In this context, the Commission must start functioning immediately and be empowered to prevent further injustice,” Viplav added.

CPI(M) reiterated its commitment to continue fighting for the rights of displaced families and to monitor the functioning of the newly formed Commission closely.
