Ranchi/New Delhi:The Polit Bureau of the Communist Party of India (Marxist) has expressed its full support for the ongoing satyagraha in Kerala and extended its solidarity with the state government. The Polit Bureau stated that the struggle is not only to protect the rights of the state but also against the central government’s attack on federalism and neglect of the state’s financial entitlements.
In its statement, the Polit Bureau said that over the past five years, Kerala has suffered a loss of nearly ₹57,000 crore due to the central government’s discriminatory financial policies. This includes substantial cuts in the state’s share of tax devolution, grants, and funds under central schemes. Additionally, restrictions have been imposed on the state’s borrowing capacity, based on a misinterpretation of constitutional provisions.
Specifically, Kerala’s share in central taxes has decreased from 3.875% under the 10th Finance Commission to just 1.925% under the current 15th Finance Commission. In the fiscal year 2024-25 alone, the state has lost approximately ₹27,000 crore. Moreover, the central government has delayed or withheld several payments due to the state, putting additional strain on Kerala’s finances.
The Polit Bureau emphasized that Kerala is a model state for development and welfare in the country. The state is merely demanding what it is constitutionally and legally entitled to, not seeking any generosity from the central government. The Polit Bureau urged the Union Government to take Kerala’s legitimate financial demands seriously and to immediately end its financial vendetta against the state.
The statement also commended the people of Kerala participating in the satyagraha in large numbers, under the leadership of the Chief Minister, state ministers, MPs, and MLAs. The Polit Bureau clarified that this support is not merely political but is also in defense of constitutional rights and the federal structure.
Kerala’s struggle serves as an example for other states, demonstrating that organized efforts are essential to safeguard constitutional rights and financial justice. The Polit Bureau urged the Union Government to restore trust and cooperation by ending financial discrimination against the state.
