Ranchi: The Communist Party of India (Marxist) has strongly opposed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026, describing it as an attack by the Centre on the federal structure of the country and the rights of the states.
The CPI(M) said that passing a Bill affecting the constitutional rights and financial powers of states without adequate discussion in Parliament is a matter of serious concern. According to the party, the proposed legislation would have a particularly adverse impact on mineral-rich states such as Jharkhand.
The party said the Bill could adversely affect the state’s financial position and have a significant impact on welfare and development programmes, including social security pensions, the Maiya Samman Yojana, Abua Awas Yojana, and government schemes related to education and healthcare.
The CPI(M) further stated that once the Bill becomes law, the revenue received by the state through additional levies on minerals could be adversely affected, reducing the resources available for development and welfare programmes.
The party has called upon all its units to launch an awareness and protest campaign across villages, neighbourhoods and public places and burn copies of the Bill to register their opposition.
The CPI(M) also appealed to all democratic and secular political parties in Jharkhand to come together and take to the streets against the proposed legislation, stressing the need to protect the rights of states and the country’s federal framework.
