Villages Empowered Through PESA, Outstanding Panchayats Honoured at Kolhan Conference



Ranchi/Chaibasa:: Continuing its series of Mukhiya conferences, the Jharkhand government on Monday organised the Kolhan Divisional Mukhiya Conference 2026 in Chaibasa, where outstanding panchayats were honoured for their exemplary work in grassroots development.



Panchayat leaders who played a key role in building child-friendly, healthy, women-friendly, clean and green, and socially secure villages were felicitated during the event.



Addressing the gathering, Jharkhand Minister Deepika Pandey Singh said the recognition reflects sustained grassroots efforts aimed at transforming villages into self-reliant, organised and empowered communities.



She noted that the implementation of the long-pending PESA Rules after 25 years has granted legal status to traditional Gram Sabhas, ensuring protection of water, forests and land, while placing local communities at the centre of governance.



“The move has strengthened decentralisation and revived the true spirit of democracy through greater public participation,” she said.



Highlighting a key provision, the minister said the appointment of women as Gram Sabha secretaries under the PESA Rules marks a significant step towards gender equality and inclusive governance.




She added that the positive changes at the panchayat level indicate that development is no longer confined to the execution of schemes, but has evolved into a continuous process driven by local leadership, transparency and collective participation.



Reaffirming the government’s commitment, the minister said panchayats are being transformed from mere administrative units into vibrant centres of development, service delivery, self-reliance and social change.
