Emphasis on Preserving Democratic Values on the 25th Anniversary of Jharkhand Legislative Assembly





Ranchi ::Hon’ble Governor Shri Santosh Kumar Gangwar, while addressing the programme organized on the 25th anniversary (Silver Jubilee) of the Jharkhand Legislative Assembly, paid respectful tribute to the visionary leadership of former Prime Minister and Bharat Ratna Atal Bihari Vajpayee Ji for his significant contribution in the formation of Jharkhand. He said that the state of Jharkhand was created under the Bihar Reorganisation Act, 2000, enacted under the leadership of Atal Ji in the interest of fulfilling public aspirations and ensuring regional development.




Recalling the historic moment, he said, “At that time, I was a member of the Union Council of Ministers, and as a Member of Parliament in the Lok Sabha, I supported the formation of the state by voting in its favour.”




Highlighting the strength and heritage of Indian democracy, the Governor said that India is the world’s largest democracy, rooted in its ancient civilization and values. Vaishali is recognized as the first republican state in the world, where the idea emerged that governance must operate on the will, welfare, and participation of the people. Today, the maturity and resilience of Indian democracy serve as an inspiration worldwide.




He emphasized that elected legislators are not only central to the law-making process but also act as a strong bridge between the government and the people. He said that the Assembly is a sacred institution where the direction of the state's development is determined and the aspirations of the people find a powerful voice. The Assembly session, he noted, is not merely a platform for debates but the primary center of policy formulation and the true reflection of public expectations, trust, and hopes.





The Governor asserted that the greatest responsibility of a public representative is to uphold the trust of the people. The power given by the public is an opportunity to serve — not a tool for authority. He said that he was elected as a Member of Parliament from Bareilly eight times due to the affection and trust of the people there. He always prioritized development and the resolution of citizens’ problems. “I never differentiated between those who voted for me and those who did not. My doors have always remained open for everyone,” he added.





He said legislators must ensure that government schemes reach the last person in the state. Upholding the dignity of the Assembly, engaging in healthy and constructive debates, and maintaining constitutional decorum should be the sacred duty of every public representative. “Democracy becomes stronger through meaningful discussions, not through confrontation,” he remarked. The purpose of both the ruling party and the opposition should remain public welfare and the development of the state.





He stated that when public representatives discharge their duties with integrity, public trust strengthens and the pace of development increases. Representatives must monitor developmental projects while staying connected with public concerns and maintaining civility in conduct.





The Governor said that Jharkhand is currently facing many challenges and opportunities in sectors such as education, health, employment, agriculture, industry, infrastructure, and social welfare — and in addressing these, the role of the Legislative Assembly is crucial and decisive. He expressed confidence that the Jharkhand Legislative Assembly would continue to be more transparent, interactive, and effective in fulfilling public aspirations in the future.



In conclusion, he called for collective efforts toward making Jharkhand politically strong, economically self-reliant, and socially harmonious so that a brighter future for the state can be ensured.
