CM to Appoint VCs and Key University Officials Under New Jharkhand Education Bill

Ranchi :: Major changes are underway in Jharkhand’s higher education administration following the passage of several key bills in the Jharkhand Assembly, including the Jharkhand State University Bill 2025.
Under the provisions of this bill, the Chief Minister of Jharkhand will now have the authority to appoint top university officials such as the Vice Chancellor (VC), Pro-Vice Chancellor (Pro-VC), Registrar, Controller of Examinations, and Financial Advisor.
Additionally, the state government will now control recruitment and promotion of both academic and non-academic staff in universities and colleges across the state. In a structural change, the University Senate will now be chaired either by the Pro-VC or the Minister of Higher and Technical Education, and it will be required to convene twice a year.


Private Institutions' Arbitrary Fees to Be Curbed
Another significant bill passed, the Jharkhand Professional Educational Institutions (Fee Regulation) Bill 2025, aims to tackle the issue of arbitrary fee structures in private professional educational institutions.
A Fee Regulation Committee will be constituted to determine fair fee structures and ensure transparency. The bill also mandates the establishment of a grievance redressal mechanism to address students’ complaints related to fees and services.

Coaching Centers to Come Under Regulatory Framework
The Jharkhand Coaching Center (Control and Regulation) Bill 2025 was also passed to bring coaching institutions under regulatory oversight.
The bill provides for the creation of a State-Level Authority as well as District-Level Regulatory Bodies to monitor coaching centers across Jharkhand. It introduces a mandatory registration system for coaching institutes, their teachers, students, and mental health counselors.
Under the new rules, coaching centers must provide career guidance and psychological counseling services through registered professionals, ensuring a more holistic support system for students.

Exemptions for MSMEs to Boost Entrepreneurship
The Assembly also passed the Jharkhand Micro, Small and Medium Enterprises (Special Exemption) Bill 2025, designed to promote entrepreneurship and inclusive economic development in the state.
This bill provides exemptions from various government approvals and inspections for micro, small, and medium enterprises (MSMEs). The move is expected to ease business operations and stimulate industrial growth, especially among small entrepreneurs.
